Is it just me, or do cannabis companies have no idea who they actually need to hire?

I’ve had 3 interviews recently with different companies in the space, and the lack of internal organization is honestly baffling.

• Company A: Tells me mid-interview (during the first round) that they’ve realized they don’t actually know what role they need to hire for yet.
• Company B: Takes me all the way to a third interview before dropping the same line that they're "still figuring out" if they need this specific role or something else entirely.
• Company C: 3 interviews in, wait two weeks, then get told "projects have changed" and they are re-evaluating the entire need for the position.

Is this just the standard for the industry? It feels like half these companies have the wrong people in the wrong seats, and the other half is just guessing. Has anyone else experienced this level of "we don't know what we're doing" during the hiring process?
