Do stricter states actually have better quality control, or is that just coincidence?

I've noticed that some states with tighter hemp regulations seem to have cleaner products overall, but I can't tell if that's because of the laws or just vendor selection bias. Like, are companies being more careful because they know enforcement is stricter, or are they just avoiding those markets entirely and only the reputable ones ship there anyway?

I was comparing different state requirements on wkf legality map and the testing standards did vary wildly. Some states require full panel COAs with heavy metals and pesticides, others just want delta-9 THC percentages. It made me wonder if vendors actually adjust their quality based on the destination state or if they just use the same batches everywhere and only ship to places where their standard testing passes.

Has anyone ordered from the same vendor to different states and noticed quality differences? Or is this all just in my head and good vendors are good everywhere regardless of local laws?
