Help me please

My brother is a 13 year old who has recently quit vaping but hangs around with with people who vape and smoke weed and spice (vape form)

My brother gets high for weeks on end sometimes but I know he doesn’t because my mom does drug tests but he gets randomly high for days and zones out of reality does anyone know what it is

Symptoms: Zoning out Altered vision Eyes heavy ect.

Also it’s happened twice once for about a week and second one we’re currently in (1 hour) If he swallows his spit he zones out more and he has tried spice before and passed out and it feels like that

Please help me figure out what’s happening and why and how to stop it
