Selling carts online (help)

I’ve been buying vapes and carts online for years, even when I was underage. Now, I want to sell carts online, but when I started looking into the legal side, I found out that it’s illegal to ship carts or any THC products. If that’s the case, why am I still able to buy weed online? Any help?
